A faculty member in the College of Law, University of Babylon published a book entitled (Special Penal Deterrence and Reform Treatment Systems).
The book included two chapters; the first was on reviewing the function of penal deterrence, identifying it, its distinction than the public deterrence, its legislative status, the most important intellectual trends in light of acceptance and denying and the stand of the Islamic sharia toward the special penal deterrence.
The second chapter reviewed the most important reform systems to implement the punitive function within its two types, the first type is the penal institution represented by the systems of education, work, religious, moral and health and social care and the second is on the implemented systems outside the institution, such as the systems of suspension of punishment, judicial testing and police release.
